Does Britain or the United States Have the Right Gasoline Tax? AgEcon

This paper develops an analytical framework for assessing the second-best optimal level of gasoline taxation taking into account unpriced pollution, congestion, and accident externalities, and interactions with the broader fiscal system. We provide calculations of the optimal taxes for the US and the UK under a wide variety of parameter scenarios, with the gasoline tax substituting for a distorting tax on labor income. Under our central parameter values, the second-best optimal gasoline tax is $1.01/gal for the US and $1.34/gal for the UK. These values are moderately sensitive to alternative parameter assumptions. The main conclusions drawn from examinations made by an expert over the last twelve years on boats in the Bay of Arcachon, including both motor and sailing boats, are presented. The different types of damage most frequently observed in different areas of the boats are described, with distinctions made between superstructures, areas below the water-line and other components. The damage is defined, common repair methods are described and simple design modifications to avoid the problems are discussed. Estimating the Welfare Effect of Congestion Taxes: The Critical Importance of Other Distortions Within the Transport System AgEcon

This paper uses analytical and numerical models to illustrate how the presence of other distortions within the transport system changes the overall welfare effect of a congestion tax. These other distortions include a transit fare subsidy, congestion on competing (unpriced) routes, accident externalities, gasoline taxes, and pollution externalities. Each of these pre-existing distortions can substantially alter the welfare effect of a congestion tax that would be predicted by a first-best analysis. Honeybees and caterpillars: epidemiology of accidents involving these animals in the Criciúma region, southern Santa Catarina State, Brazil J. Venom. Anim. Toxins incl. Trop. Dis.

The present study aimed to acquire knowledge regarding some aspects of the epidemiology and injuries provoked by honeybees and caterpillars in southern Santa Catarina State, Brazil. Epidemiological information concerning accidents with both animals was prospectively collected from the System of Injury Notification Information (SINAN) files of the Municipal Health Secretary of the Criciúma region, Brazil. Between 1994 and 2006, 203 cases of accidents were registered, 149 provoked by honeybees (73.39%) and 54 by caterpillars (26.61%). The majority of the victims (200 cases) presented full recovery, two cases presented sequelae after recovery, and only one death was recorded in a case involving honeybee injury. We report three cases of stings by Africanized bees in cattle in the state of Rio de Janeiro, Brazil. Erythema, subcutaneous edema, necrosis accompanied by skin detachment, and subsequent skin regeneration were observed, especially on the head and dewlap. Histopathological examinations performed 45 days later revealed complete skin reepithelialization with moderate dermal fibrosis. The clinical picture and differential diagnosis are discussed in the present manuscript, with a focus on photosensitization, which causes cutaneous lesions on the head (sequela) with cicatricial curving of the ears and can be very similar to what is observed in cattle attacked by swarms of bees. Horticulture is an activity with high occupational risk and few studies have addressed this problem in Argentina. We studied groups of horticultural workers in the Green Belt of Córdoba City (GBCC) (Argentina) and identified some determinants of occupational accidents caused by the use of pesticides. An observational study was conducted, examining demographic, productive and labor issues in 101 workers. A Multiple Correspondence Analysis (MCA) enabled distribution and covariance patterns to be visualized and typologies of individuals to be established. The U.S. Army Corps of Engineers has been delegated responsibility for assuring the navigability of waters designated for that purpose in the United States. Dredging is among the activities required to fulfill this responsibility. In some places, the Corps finds difficulty in carrying out dredging projects because it lacks spaces where the sediments that must be removed ("dredged materials") can be placed or otherwise managed. In these cases, the public has expressed concerns about the impacts of dredged materials on the environment, either underwater or on land ("upland").
